Why can only admins create a new topic in 'I won't be online from [x] to [y]!'?

Just wanted to say that I will probably start at the end of the vacation with RP-ing since I'm 1. quite busy and 2. don't have a character yet.
Just saying. =P

Will be spamable for random spam and bitching about the site. =P
